Aiken man booked after fatal hit-and-run in utility work zone
Charles Engasser was booked June 26 in Aiken County on hit-and-run charges after authorities said a vehicle struck two contract utility workers in a work zone in Aiken and left the scene. He was charged with hit and run involving death and hit and run involving great bodily injury.
The Aiken County Coroner's Office said the crash happened around 5:46 a.m. near Rutland Drive and Northland Boulevard. Coroner's officials identified the worker who died as Billy H. Norris, 19, of Chesnee, South Carolina, and said he died at the scene from blunt force injuries.
A second worker was taken by Aiken County EMS to Wellstar MCG Health as a trauma alert, according to the coroner's office. Lt. Joe O'Conor with the Aiken Department of Public Safety said Engasser later turned himself in to Aiken Public Safety.
